I would only interview people that can provide a portfolio. I have used
a couple gfx artists on some side work projects and have always had
great production from those who have a decent portfolio of things to
show you. Also, look for people involved in the Photoshop/Fireworks/etc
communities. See if they are on any lists, have any certifications, etc.
Truth be told, the "flaky" type artists are not all bad from a skill
perspective, personality wise they might be "different" but they think
the same of us developers :-)
