I recently did a two day training workshop on a recruiting/interviewing system. They 
have this whole matrix system for evaluating a person. The most valuable thing I 
learned about the interviewing process is to make sure when someone answers a question 
that they ground their answer in previous experiences, either professional or 
personal. Otherwise you get something that sounds like and answer but is really just a 
lot of smoke.

Here's an example:

Q: Can you come up with commercially compelling designs for our customers?

A: Oh yes, I'm very creative and I'm good at understanding a target audience and 
creating a compelling design for that audience.
----

That's a non-answer. What did they tell you? Nothing but what you wanted to hear. The 
question actually has two problems. It is a leading question- the candidate knows what 
you want the response to be. It also lacks any concrete criteria for answering. Here'a 
better question:

Q: Could you share with me a project where you had to come up with a commercial design 
for a project? What was that like?
---

The question is wide open, intended to get the person to recount an actual example of 
the kind of work process that you are looking for. You should follow up the response 
with a question like, "How did that turn out?" or "What happened with that 
site/design/etc.?" 

Overall, ask yourself what skills you are looking for, what traits are necessary for 
the job, and then target your interview skills at ferreting out whether the candidate 
in front of you has those skills and traits by asking questions about their actual 
experiences.
