Dell has run these kinds of deals for years. I'm pretty sure they seed the deal sites with the coupons. If you look at the SlickDeals link to the models, it goes through an exit link tracker on their site, then through ClickSynergy, then to landingpad.dell.com and a couple redirects later finally gets to the system configuration page.
I met a guy on a tech forum that had a reseller account with Dell.
