If people in Canada fired a rocket into Buffalo, and the Canadian authorities and 
populace did nothing to stop it, then the US would be completely within their rights 
to lob a few in the other direction to try to stop the firing.

If, on the other hand, the Canadian authorities and populace did everything they could 
do (or anything at all) to hunt down and prosecute the people firing the missiles into 
Buffalo, then the US might not feel the need to try to stop the rockets themselves.

And if it turned out that it was members of the Canadian police or military or 
government that actually fired the rockets, well, the gloves would be off.

Secondly, I wonder how accepting Americans would be if there were
terrorists in, say, Dearborn Michigan and the National Guard went in
and killed 30 civilians and then said, "well hey, we killed 100
terrorists, and mistakes happen.  The Dearborn residents need to take
responsibility for their actions."
