There was a government in exile, but again that's hair splitting. Was France
part of the allies? Was it a split off? Who could claim to be France then.
The arguments of who is supporting and how come in the same way. What does
one consider support and who can claim it. The vinchy government of France
would never claim to be part of a coalition with America and would reject
any claim of the sort.
