The definition of "international support" is something like this:

The majority of the populations of US allies believe a US military
expedition is morally and legally justified and are therefore willing
to commit military, monetary or moral support.

Anybody that's being honest about Iraq knows that the US is 90% of the
troop strength and money and that the populations of the rest of the
10% are against their goverment's involvement.

The theory here is that if you can't sell the majority of the world on
your war then it's probably military adventurism, which is exactly
what Iraq has proven to be for the US: No WMD and no state sponsored
terrorist connection.  Therefore no threat.  The world was right, the
US was wrong.
