It was a problem with Mr. Rumsfeld, but more specifically with Mr. Wolfowitz and Mr. Feith. The Defense Advisory Board wasn't his friend either.
This shouldn't be any revelation - as I've pointed out in the past Gen Franks called Mr. Feith, "the stupidest f--king man and the planet."
