This charge works for Mr. Kerry if only because Mr. Bush should've immediately been able to dispute it, yet he couldn't and still can't. Further, since he still can't dispute it, it means there may not have been enough troops in Iraq to guard depots like this even if they would've been ordered too. The bottom line is that this site was sealed by the IAEA and therefore the President should be able to tell us exactly what happened with it from when the IAEA left until US forces took control.
