To expand on what Won is saying:

The disagreement is not:
     - whether Hussein was some type of threat.

The disagreement is:
     - whether the threat was a high enough priority to take action
given the opportunity cost of that action.  That is, what do we forego
to engage the Hussein threat?  What do we gain?

Mr. Bush felt the threat warrented action, no other countries did. 
That means either Mr. Bush had information they didn't or Hussein was
a unique threat to the US.  Neither of those turned out to be true.
