No, I think he was filler.  If he goes, then I think we'll see a good
appointee as it seems Mr. Bush is aware of the huge mess we're in.  If
he stays, then that means Mr. Bush is going to continue with the
jumbled mess that is his current policy.

I know we disagree about this, but I think Mr. Bush's huge staffing
mistake is hiring good people and then not listening to them.

In the case of economic policy it was Sec O'Neil.

In the case of foreign policy it was Sec Powell.

It will be interesting to see what choices Mr. Bush makes for his
second term and, if they're good, if he listens to them.
