Begin went out of his way to target military rather than civilians and Sharon was found accountable by an Israeli court because men under his command didn't stop the millitias from entering the camps. It didn't matter that he didn't know about it as it was happening. It didn't matter that he had no hand in it directly or indirectly, he was found accountable by nature of him being in command. To compair either of them to Arafat, who publically called for murder and destruction is to compare apples and coal. Both solid objects but that's about it.
BTW, the Sharon incident is important because he was found accountable by a court of law and Israel took responsability for his actions. Has the PA ever taken responsability for any of the terrorist attacks made by their members?
