The issue is not Mr. Bush doing what he wants, the issue is that one party now controls Congress and the Presidency - they should be able to easily pass legislation to protect this country; but they just can't seem to get it done. Yet the neo-cons quickly get together on spending Pork or suspending ethics for one of their key guys. BTW - you're assuming that Mr. Bush wants to pass this bill, one that he opposed in the past.
