No, nothing is true in politics unless you're part of planning it.

The bill was blocked by 2 powerful chairman - probably because Mr.
Rumsfeld and Mr. Wolfowitz didn't want it passed since it would dilute
the power of the Pentagon.  Do you hear the republicans calling for
the heads of Mr. Sensenbrenner or Mr. Hunter?  No, you do not.

Most likely the bill was blocked with Mr. Bush's knowledge or is
plausibly deniable.  That way he still looks good - as if he's
supporting the 9/11 commission and families.  He would've done more if
he were in town, right?

When he returns from his trip he will pat the wrist of the offenders
and then have the bill retooled until it's sufficiently diluted that
the Pentagon is happy.  Which means it will be meaningless and change
nothing thus subverting the changes he never favored but he will also
not lose any "political capital."

Mr. Bush opposed the creation of the 9/11 commission, originally
refused to testify to it, and then opposed its suggestions;
specifically the one specifying that a intelligence coordinator be
appointed.
