They already have that in NY... It is called "Shock Incarceration". People arrested for drug posession or sale (among other non-violent criminals) are sent there to get counseling, schooling, and a chance to start over. If they fuckup during the program they are bussed over to the big house. My father and all my uncles and grandfathers have worked in the prison/incarceration camps.... And they all say the same thing.... 90% of the people could care less about life and changing.
