It is discrimination if they give me a VISA and not you. But they do
not offer it to anyone and you CAN NOT require a company to offer
visas to an employee.

If the guy comes in with the visa already they can't turn him away but
they are not legally required to sponsor his visa. I think we are
having a misunderstanding. Looks like the guy was pissed companies
won't sponsor a visa for him. Its not discrimination.

You are right if there is a visa involved...but there is not visa
involved because the companies will not sponsor him. And they do not
have to. They can get their visas on their own if they want one so
badly.
