BYRD SHAMES THE SENATE

January 22, 2005 -- They say a leopard can't change its spots. Can a
one-time Klansman change his, umm, sheets?
The way Sen. Robert Byrd (D-W. Va.) acted this week, it's fair to ask.

Byrd was one of three Democratic senators who used a parliamentary
maneuver to delay a full vote on the nomination of Condoleezza Rice to
be the next secretary of state.

Rice had been approved by the Senate Foreign Affairs Committee by an
overwhelming 16-2 margin. The only "nay" votes were from sore-loser
John Kerry and loony lefty Barbara Boxer (D-Calif.).

A full Senate vote was scheduled for last Thursday — the first
official business day following President Bush's inauguration.

But Byrd stepped in to block the vote, claiming that Democrats needed
more time to "study" Rice's testimony.

Then Kerry and Ted Kennedy jumped in, apparently to give Byrd cover.

The procedural maneuver will not materially damage Rice. Instead, the
Senate will come back next week; if Byrd continues to obstruct, there
are more than enough votes to override him.

Byrd's move can be seen as a matter of spite as much as anything — a
cheap ploy to embarrass Rice and deny the president his No. 1
foreign-policy appointment on Inauguration Day.

Should it be a surprise that Robert Byrd is the ringleader? Perhaps not.

Byrd is the only former Ku Klux Klan member in the United States
Senate. Yes, he resigned from that organization long before he became
a senator — and has often denounced it.

Still, certain behavior pops up that makes one wonder exactly how far
the man has moved from his roots.

Byrd is the only senator to vote against both black Supreme Court
justice nominees — Thurgood Marshall and Clarence Thomas. That's
something that couldn't even be said about his former colleague,
one-time segregationist Strom Thurmond.

Now, Byrd might not be a racist today.

But adding this unseemly tactic with Condoleezza Rice to his unique
track record — well, exactly what would the mainstream press do if a
black female Democrat were blocked from taking a high Cabinet post by,
say, Trent Lott?

They'd blow the roof off the Capitol, is all.

Robert Byrd's presence in the United State Senate is a continuing
embarrassment to Democrats in general, and to that body in particular.

The mainstream media merely continues to be an embarrassment to itself.

then shall the voice of liberty be mute?"
