Not a law in any state where I have ever lived. Maryland does require
inspection when a car is sold. Otherwise, I have owned and registered
cars in Florida, Oregon, Washington (state), West Virginia, New Mexico
and Texas. No inspection. Personally I like it like that. When I bough
a Rabbit in Maryland I had so spend almost $100 on rubber tips for the
end of the bumper, which fell off again three months later. WTF. I
really prefer driver beware. That 53 pickup on that dirt road may not
have been maintained since it was bought and more power to the owner.
He better have insurance if he hits me though. It happens very little
as far as I can tell. I certainly have never had an accident here.

Suburban Maryland does have an emissions inspection. So does
Albuquerque and Jacksonville. Different story, good idea.
