I've never lived in a state with emissions or mandatory car inspection. Hell, you don't even _have_ to have insurance in Wisconsin. Of course, you have to have 200,000 bucks in assets if you don't have insurance, to cover your liability.
I was hit by an uninsured driver once, though. So, people still do it. He, of course, begged me not to turn him in, but since it was a 3 car accident (2 of us stopped due to backed up traffic, and him in his big ol Ford Pickup gawking at a city vehicle spraying new grass seed drove right into the little sports car behind me, which went right under the back bumper of my truck, taking out the bumper with it.....
