It sounds like a warhead storage facility rather than a warhead production
facility. Does the missing EIC shed any light on that? This article is kind
of short on details - National security, right?

Personally, I would feel much better if they were building a nuclear power
plant, but there has been a moratorium on new plants for quite some time
now. Fifty years from now we're going to be wishing we had built more
nuclear plants, because if our electricity use continues to grow like it has
in the last fifty years, there will be no other options but nuclear power.
Then again, maybe someone will have figured out commercially viable fusion
reactors by then.
