In many states in the United States it is illegal for minors to
purchase or posess birth-control. It is also a crime in some of those
states to purchase birth control for minors.

The "logic" behind these laws is this: If "children" are told about
birth control methods and how to use them, that is tantamount to
giving permission to have sex. Further, if we don't allow them to have
access to birth control, they won't be able to use it and therefore,
they will not have sex. Problem solved.
