I agree, there's no point in the splash page. I also question the need for the Flash animations. I love Flash, but the animations are pretty typical and don't serve a real purpose. I think they cheapen the look of the page. I consider good Flash to be like good CGI in motion pictures - when it's done really well, you don't really "notice" it.
IMHO, From a design stance... The Good... - Good color pallete - The site's look/feel is consistent from page to page - Good use of photo mosaics (though the one of downtown Albuquerque looks a little bleached out). The Bad... - The header and margins overpower the content. The content chould be a focal point, but it's drowned out. (maybe some mid-tone lighter shades should be used in the right margin) - The header takes up a bit too much real estate. You almost have to scroll to see the main content.
