It depends on what they meant.

CAD can be anything - 2D or 3D depending on what's designed.  You can use
CAD software to do 2D blueprints or faux 3D isometric drawings or true 3D
models.

If the CAD drawing is detailed enough (is a real 3D model) then you can
pretty easily import it into a 3D painting tool and "pretty it up" (color
it, apply textures and lighting, etc).  If it's just a flat design then you
need to build a model.

How easy it is depends on the complexity of the object(s).
