A passport is used to leave the country and therefore has federal jurisdiction and a driver's license is local to the state, i.e., it's not a federal ID nor does it confer any federal privileges. Further, you don't need a driver's license or even a state ID to take a train or bus or open a bank account. A National ID would be used to limit travel and commerce on a FEDERAL level WITHIN a STATE. That is an unprecedented intrusion of the federal government into local government and private affairs.
