I bought tomato seeds from the guy you mentioned on ebay. Got the seed in 3 days. I planted them in trans-plantable containers. When the got up to about 3 inches tall I set them outside, for more sun and the weather was warm enough that I didn't have to worry about a freeze. On the second or third day the snails got them and ate everything except the stems.
