Your city homeless people are generally just doing what's worked for
them and they're fully capable of getting a real job.  There are
others, though, that have mental problems and/or are unstable to keep
a daily job.  Many times in these cases they either have no family,
their family disowned them, or they wish they had no family.  This
gets them into the catch-22: no address, no shower, no clothes, no
food, and so no interviews.

I had a friend in college who basically "worked" his way into this
position.  His parents were farmers and told the kids that once they
were 18 they were out on their own so he had no place to fall back on.
 Once he hit bottom he gave plasma, slept on my couch, paid off his
default school loans, went back to engineering school, and now is
doing great.  I wouldn't have predicted it at the time, though.

So while you're a hard worker you probably always had a family and a
house to go to if it really got bad; maybe not, I dunno, but not
everyone does and not everyone is able to work for the man.
