tough to say, not enough info even after reading the summary. In principle I like the idea -- it would provide an alternate means to solve issues like where does Alsace belong, and maybe even Northern Ireland, maybe, but another part of me says wow, look at all the caveats that surround the production of even a simple summary. Seems like it may induce gridlock if poorly designed. I am not sure that I were living in Europe I would want people with a very different culture to have a say in any part of my life, either....
