I agree with you. In most States it is possible though to legally own
a Class III weapon. It's basically an ATF tax approval. But getting
that obviously isn't going to be a cake walk and State laws can be
even more restrictive.

The biggest issue isn't the ownership, it's how he came into
possession. I agree that surrendering is the best choice.
