Hmmm....I choose exile. Of course, children don't go to school until like 5 or 6, right? So, to be fair, they have until the child is 5 to leave town, or homeschool. I don't care if there are children present, I just don't think that I should have to pay the same amount that my neighbor is with his 3 children attending school.
