I would agree with that... I don't know if it would be obligatory --
but I do understand the concern. Assuming people can opt to continue
on with the previous system (or similar) then I have no objection to
them allowing people to specify that they'd like their SS withholdings
invested in a particular set of funds. It's more book-keeping for the
administration, so of course I expect they would need to factor that
in to some percentage they keep to pay for the overhead.
