Of course this leads to some possibly interesting thoughts:

If most people can't or won't take advantage of the private accounts (and we
might look to 401k management in this regard where the vast majority of even
professional people "just let the company do it" rather than manage it
themselves) then who WILL do it?

(And let's be clear - if it comes to it, I will be doing it.  I'm not
against this idea in principle.  I'm worried about the execution.)

And if (as I think it will be) it's only a small percentage of people taking
advantage of that what's the administrative costs of setting and managing
the program for those few?

Could we be looking at a situation where it costs more tax dollars to manage
this program for a small group of people than it earns them overall?  What's
the cut off point?

Will we end up with an expensive program for a newly defined financial elite
at the expense of the majority of workers?
