The British are in charge in Basra and other Shiite-dominated areas of the south. Those areas are quiet because the population is happy that the coalition is there. These are the people that Saddam murdered in the tens of thousands.
Baghdad and cities to the north and west - the center of Saddam's Baath Party and the center of the Sunni population in Iraq - are where the war is still being fought. They hate the U.S. because it was the U.S. who deposed their leaders and took away their stranglehold on power.
