If I recall, his immediate response was to sit, dazed and confused, for quite a 
while.  The next response was to go into hiding (contrast that to Tony Blair's 
actions immediately after the 7/7 London bombings).

After that...the attack on Afghanistan was a good idea but the subsequent 
policy sucked.
