Your position is the whole problem with the American legal system: if something isn't specifically illegal, then I can do it. Don't worry about morals or ethics, just worry about the letter of the law. Well, you may get your wish - maybe some new laws will be made that will make Rove's behavior illegal thus complicating out legal code even further.
