Again, what do you do? It's a law, that on the DC Metro you are not to drink, 
eat, spit, smoke, or play loud music period.

The same laws that apply to adults apply to minors. How to you punish a child 
for breaking the law, even something this minor, without either 

1) Fining them or
2) detaining them until the parents arrive to claim them.

Or should we just give them the impression that "minor" laws don't matter
