Yelling fire is starting a panic and interferes in others rights.

Sedition and treason are specifically spoken of as non-protected speech in
the constitution.

How does back talking a cop interfere with anyone else's rights?

Is it stupid?  Yes.  Should it be illegal.  Hell no.
