With zero tolerance policies we remove officers discretion.

I was stopped the other day because I hadn't put my new registration sticker
on my truck, and I didn't have my updated insurance card. It was only a few
days after the previous card expired, and I hadn't realized.

The officer was very nice, he apologized about it, and said that he hated to
do it given the amount of time, but he was required to write me a ticket for
not having a current insurance card.
