Because he ran from police yelling for him to stop.  In broad
daylight, in public, any rational person would stop.  This guy didn't.
 Certainly he was aware of the multiple bombings, the tension the city
was under, and his odd appearance.

I grew up in MN where 45^ is shorts and t-shirts weather.  Then I
moved to California and was more than aware that people thought I was
nuts for wearing shorts when it was 60^.  In a nutshell, I was aware
that I stuck out.

Now if I knew that the police were chasing a murderer who had the
whole city terrified, and some guys with guns yelled at me to stop in
public, I'd stop.

Or let's try this:

I decide to go bird hunting with 10 guys who've never shot guns before
and have no hunting experience but are REALLY excited to get a bird. 
Then I tell them I'm going to dress up in camouflage and run ahead 100
yards to chase up the birds.
