This guy, while a victim, bears 80% or more of the responsibility. And I'm sure the police are reviewing their tactics so stop further incidents like this, but the guy should've known better unless he was mentally unstable for some reason. We had a incident here where a Hmong dude was milling around in front of grocery store on a Sunday night at 10pm waving a machete. The police cornered him, repeatedly told him to drop the weapon, and when he swung at a unarmed cop slowly approaching him, the other cops shot him. His family said that he didn't speak English and was simply out for a walk. I've been in lots of foreign countries and approached by the police lots of times and everytime they had weapons - sometimes machine guns. The absolute LAST thing I'd do is run - especially if I was in public.
