I still don't know that this was an ethical lapse. If, as the report
you posted suggests, the man not only was previously a US ambassador
in the area but also had been to blank on behalf of the CIA for blank,
he was probably well qualified.

But let's assume that all you say is true. The CIA is part of which
branch of the government? Which is headed by whom? And *who* is
whining again?

Would you respect a CEO who said poor me, my employess won't let me do
my job? Ergo, if he is not a liar he is incompetent.
