I actually know someone who was in Iraq doing re-construction work for a private firm. As he put it, providing an audit trail in the country was virtually impossible because of the lack of civilian infrastructure. They did a LOT of transactions with cash and no receipts (or very little, maybe someone's mark on a piece of paper) because they had no other way to deal with it. All of this BS by paper-pushing bureaucrats about audit trails is totally unrealistic. People are over there risking their lives to make the situation better, but the only thing these fools care about is whether a bean-counter provided a receipt. Next.
