Sure you could vote, in Canada :)

I would think you would need to serve in this country in order to get 
the vote.

Also by serve I mean something along the lines of what Germany requires. 
  You don't have to go into the military, just a period of 'civil 
service', in most cases that would mean the military, but could be 
hospitals, social work, road crews, things like that, for conscientious 
objectors and pacifists.  I mean we have to be inclusive right?
