I think you are all getting a little paranoid here, if you think about it
the only information that NEEDS to be stored on the plate, is the
registration number.  Once the receiver has picked that information up it
can look up everything else it needs over the same private networks that the
police use every day, the ONLY difference is that the number plate is being
"read" electronically and not by human eyes.
