Same as with individuals. I'm walking down a street and see that someone on the street is begging so I take them down the street and buy them breakfast...this is pure charity. I walk down the street and see someone on the street begging so I give them a few dollars in the hope that they'll go somewhere else to spend the money and away from my doorstep. This is giving money in the hope of gaining something for myself. People do it and governments do it. Recently, 7 Russian sailors were trapped 600 feet or so on the ocean floor. Rescue teams from Britain and the US were dispatched to assist in the rescue. The British team successfully saved the submarine crew. I believe this is a prime example of one government unselfishly helping another. See, the thing is, the world is not black and white. You can't blanketly say that US policy is to provide money and aid only when it suits the interests of the US government.
