You take a random sampling (in this case prisoners in Iraq), you figure out how many of them are terrrists and what percentage of your random sampling they represent, you assume that random sampling is representative of the larger population (in this case the world) and then multiply the percentage against the estimated total population... So since 1 in 6 Iraqi prisoners are terrorists, 1/6th of the world's population must be terrorists. Seems perfectly logical to me.
