And that wasn't happening in Vietnam? A common tactic for the Viet Cong was to go into a newly controlled village and torture and kill the leaders (the village hetman and his family) and the bourgeoisie - the middle class educated people, teachers etc.
The Iraqi insurgents are using many of the same intimidation tactics, just more gruesome than the Viet Cong.
