Two state proposals have been made many many times. However, there are a few impasses that neither side is willing to negotiate. For example - East Jerusalem and the West Bank. Both sides lay claim to these and neither is willing to back down. Recently, the Israeli ambassador to the US said that nobody should think that the pre-1967 border will ever be restored...meaning that Israel is never going to give up all of the West Bank.
So, there really is no two state proposal that will currently be acceptible to both sides.
