Yes, that's true, however the giving has to be done in the collective
negotiation.  We could argue about the past forever, the question is,
how should we choose to move forward?

You need to get both sides to the table, allow them both to validate
their positions, and then begin making progress.  I see the process as
not to step 1 yet.
