Their insurance will probably pay most of it anyway, leaving the company
with little to no real consequence to their actions.

I'm not sure what, maybe do something like revoke some of their patents.
Do something that would actually affect them.

I think there was negligence if they knew it could cause heart attacks
and did nothing. It should have been labelled and possibly should
still be sold that way. I know people who would still take it with
their eyes open. And if that['s a considered opinion why stop them?
And yes, the rest of us will pay more in consequence, but you can't
just let corporations decide it's ok to cause a few deaths.
