They were casually browsing the shoe section and had 2 carts full of shoes and 
kids toys.  When questioned by the reporter it went something like this:


I didn't see this piece, but just going on the facts you provided, I could see 
that relief centers could have a need for shoes and toys.  I'm sure there are 
scared kids there and a toy could be a nice diversion while they wait for some 
kind of evacuation.  And maybe other flood victims left without shoes, or had 
what ever footwear they had on destroyed by wading through floodwaters.

I have no reason to believe this over the looting hypothesis.  Just felt like 
playing the other side.
