Though the issue in a conspiracy isn't an issue of speech... it's an
issue of aiding or attempting to aid in the act of harming someone(s).
I.e. attempted murder -- you stabbed at, but were unable to physically
harm person x. The same reasoning applies to making demonstrable plans
to stab person x or helping someone make demonstrable plans to stab
person x. With of course, less severe penalties for not having
committed the act personally or for the act not having been committed
at all.
